Police in Germany are hunting pranksters who have been sticking miniature flag portraits of US President George W. Bush into piles of dog poo in public parks. Josef Oettl, parks administrator for Bayreuth, said: "This has been going on for about a year now, and there must be 2,000 to 3,000 piles of excrement that have been claimed during that time."

Much ado about nothing. If I was a German taxpayer I would be upset at the police wasting their time on what is at best littering, but I'd go after the irresponsible dog owners first.

Pericles, I would ask exactly your real point is--other than to be generally obtuse? I mean, you hypothesize that you'd be offended by the police wasting time on "littering" (presumably for the flaggings), but you then suggest someone go after the "irresponsible dog owner" (presumably for the doggie droppings)? Well, exactly who should be going after the dog owners if the police (in your opinion) are wasting their time with "litter"? It seems that both situations are essentially the same. Either both situations waste time and taxpayer money or neither situation does either. (I, for one, haven't got a copy of the Bayreuth city ordinances, so there may not be any law regarding doggie-do on public walkways or streets. Hell, there are plenty of cities in this country that don't have pooper-scooper laws either, and the sort of political speech which is being alluded to by the planting of the flags in the poo is not illegal in this country, provided you're not trespassing or violating some other law.)
