I don't think Bush gives a damn about security clearance when it comes to Rove. Rove is just concentrating on the 06 election ON the public dime, I might add.

Karl Rove has not lost his security clearance in the wake of Bolton's policy title shuffle. It was John Podesta, if memory serves, who asked the White House and received the negative reply.
